Parents with Many Children: Freedom to Take Vacation When You Want It, if this Russian Law Passes

A member of the Russian Federation Council Committee on Science, Education and Culture, Airat Gibatdinov, proposed amending the Labor Code so that more parents with many children could take leave at a time convenient for themselves. The document was published in the electronic database of the State Duma.
Currently, according to the Labor Code, a parent with three or more children can take leave at a time convenient for them, provided that their youngest child is under 14 years old and the eldest is under 18 years old. The bill proposes to abolish the lower age limit and also raise the upper one, provided that the child is a full-time student.
Thus, if the bill is approved, a parent with many children will be able to take leave at any time convenient for them if the eldest child:
is under 18 years of age;
or is under 23 years of age, but is studying full-time at an educational organization.
This norm is needed so that a parent with many children can take leave while his child goes on vacation.
The bill also proposes to prohibit sending parents with many children on business trips without their written consent, or engaging in overtime work, night work, weekends and non-working holidays, if the eldest child is under 18 years old (or under 23 years old, but is studying in an educational organization on a full-time basis).
The document also proposes to secure a preferential right to maintain a job when staffing is reduced, with equal labor productivity and qualifications, for single mothers and fathers raising children under 14 years of age.

It is a well meaning law, but I wonder if it will make it harder to secure employment if you have multiple children?
I think making housing suitable for larger families would also be a great move. As parents to eight children, it has been hard to find anything with adequate room. We made do and renovated, adding a bathroom and rooms in the basement, but if i were living in apartment, i guess it would be a good idea to try to have two apartments side by side? How do larger families manage in Russia (middle class families?)
