Russia Allocates Additional Money for Payments to Large Families
The Russian government is allocating an additional 30 million rubles for payments to large families. Mother-heroines and parents awarded the Order of Parental Glory or a medal of the order will receive one-time incentives. Head of the Cabinet of Ministers Mikhail Mishustin signed a corresponding order.
Who is entitled to payments, and what benefits can such families count on?
Of the 30 million rubles allocated for incentives, 20 million will go to rewarding heroine mothers. Another 5.5 million are intended for parents awarded the Order of Parental Glory, and 5.2 million will go to holders of the medal of the order.
Additional money was required due to the fact that there were more such people, the Cabinet of Ministers website reported. The number of large families in Russia is really growing: there are now more than two million of them in the country. On February 29, in his Address to the Federal Assembly, Vladimir Putin said that from 2018 to 2022, the number of such families increased by 26.8 percent. A large family should become the philosophy of social life, the head of state emphasized.
In order for large families to become even larger, it is necessary to popularize them using social advertising and media opportunities, Yaroslav Nilov, head of the State Duma Committee on Labor, Social Policy and Veterans Affairs, told the Parliament Gazette:
“There are good examples when large strong families develop, work, They live a happy life and cope with difficulties together. They need to be supported in every possible way, including information.”
On one of their working trips, deputies Victoria Rodina and Yaroslav Nilov met such a family living in Kabardino-Balkaria. The family has ten children, the eldest of whom have already received higher education and work as doctors, Rodina said. A close-knit family builds their own house with their own hands; the parents are engaged in agriculture: they grow greens, which they then sell. Mom was awarded the title “Mother Heroine”.
The title “Heroine Mother” was first established in the Soviet Union in 1944. The titles were given to women who gave birth and raised at least ten children. The first “Heroine Mother” order was awarded to Anna Aleksakhina , a resident of the Moscow region , who raised 12 children - ten sons and two daughters. During the Great Patriotic War, eight of the woman’s sons went to the front. Only four returned.
In modern Russia, the title “Mother Heroine” has been awarded since 2022. As before, it is given to mothers who have given birth and raised ten or more children. Both mother and children must be Russian citizens. At the time of the award, the youngest child must be one year old and all children must be alive. An exception is made for mothers whose children died in the performance of military, official or civil duty due to a work injury. In addition, to obtain the title, it is not enough to give birth; children must be well taken care of: the family must be socially responsible.
The title is given to the mother at the request of local authorities. The final candidates are approved by the president. The heroine mother is presented with an order and a diploma conferring the title. The one-time payment to the parent is one million rubles. Regions can provide additional support to such families. For example, in Moscow they are paid 1,990 rubles monthly, and if the mother is a pensioner - 26,513 rubles. There are also annual payments: for Knowledge Day, parents are given 39,767 rubles.
Parents of seven or more children are awarded the Order of Parental Glory. In this case, the payment is 500 thousand rubles. At the time of presentation of the order, the youngest child must be over three years old. For four or more children, they are awarded the medal of the Order of Parental Glory and 200 thousand rubles.
From January 1, 2024, these incentives, as well as payments to heroine mothers, were exempt from personal income tax. Families receive the entire amount and do not pay income tax on it.
Families with many children, awarded with titles, orders and medals, can count on all the benefits provided to families with many children. In January 2024, the president signed a decree establishing the status of such families at the federal level. Moms and dads are entitled to support in finding employment, including free vocational training. Mothers have the right to retire early. Large families are able to visit museums, parks and exhibitions throughout the country for free. The authorities of the constituent entities must give families priority rights to conclude a social contract.
In addition, regional leaders are recommended to provide free prescription medications for children under six years of age, and provide parents with benefits on housing and utility bills of at least 30 percent. The list of recommendations included free travel, meals and uniforms for schoolchildren, and the priority right to enroll in kindergarten.
In addition to the support listed in the decree, large families can take advantage of preferential mortgages. It is issued at six percent per annum. Parents are also provided with a subsidy of up to 450 thousand rubles to repay an existing housing loan.
People with many children have the right to a standard tax deduction, as well as an additional property tax deduction: five square meters per child for an apartment and seven for a house. Working mothers and fathers can take annual leave at a time convenient for them.
