Russian Lawmakers Propose Financial Gift (200,000 Rubles) to Women Giving Birth Before Age 25
Young moms to be rewarded with approximately $2100 USD
A group of deputies from the LDPR, led by party leader Leonid Slutsky, prepared and submitted for approval to the Russian government a bill establishing a benefit for women who gave birth before the age of 25 in the amount of 200,000 rubles (approximately $2100 USD) for each child.
The law “On State Benefits for Citizens with Children” proposes to include new provisions according to which a woman who gives birth to her first and subsequent children before the age of 25 will receive the right to a payment from the state in the amount of 200 thousand rubles for each child.
Such an initiative, as the developers explain, arose due to the fact that, according to statistics, the birth rate in the Russian Federation has decreased significantly over the past 10 years, and the average age of a mother at the birth of her first child has increased and is moving towards 30 years. “Almost 40% of Russian women refuse to have children due to unsatisfactory financial situation and living conditions,” the deputies added.
In this regard, the initiative implies that all women under 25 years of age will be able to apply for such a payment, regardless of their financial situation, the authors noted. It is assumed that the procedure and conditions for assigning payments will be established by the Cabinet of Ministers.
The financial and economic justification for the bill states that the implementation of the initiative will be carried out at the expense of the Pension and Social Insurance Fund of the Russian Federation, as well as interbudgetary transfers from the federal budget to the budgets of such funds.
